Vacant land in Maple Grove must be kept clean, safe and sanitary under the adopted International Property Maintenance Code (Sec. 8-121). Maple Grove adopts the International Property Maintenance Code, 2012, in City Code Sec. 8-121. Section 301.3 of that code requires that all vacant structures and premises, and vacant land, be maintained in a clean, safe, secure and sanitary condition so as not to cause a blighting problem or adversely affect public health or safety. Section 302 requires exterior property to be kept free of debris and stagnant water. The city's weed and grass ordinance, Sec. 14-127, requires owners and occupants to abate noxious weeds and any weeds or grass growing higher than eight inches. That section, however, exempts property zoned R-A and parcels in other districts that are undeveloped or used for agriculture under current cultivation or grazing, except for portions within 200 feet of abutting developed property, improved facilities or streets; natural preserves are also exempt. Even on exempt land, the broader nuisance list in Sec. 14-32 still applies, including outdoor accumulations of debris and materials, stagnant ponds or pools, and uncovered wells, holes or excavations that create a hazard. The city may serve notice, abate violations, and assess costs against the parcel as a special assessment.
Failure to maintain vacant land violates the adopted property maintenance code (Sec. 8-121) and may trigger weed/grass abatement under Sec. 14-127 or nuisance abatement under Sec. 14-32 / 14-34, with cleanup costs levied as a special assessment.
