Full Breakdown

Orange County Codified Ordinances § 3-13-9 sets mandatory upkeep standards for every vacant parcel in unincorporated county territory: landscaped, dirt, concrete, and paved open areas on the lot and the adjoining public parkway must stay clear of rubbish, litter, and weeds, and structures must remain graffiti-free. Code enforcement can also require the site be boarded, lit, and enclosed with a 6-foot fence when it poses a safety risk. Violators are cited under § 3-13-5 and property can be abated under Division 14, with costs assessed against the responsible party.

Violations & Fines

First violation is a letter of determination giving at least 15 days to correct; unresolved conditions go to a nuisance hearing, abatement, and cost assessment against the property under §§ 3-13-5 and 3-14-3.
