Vacant lots must be kept clear of overgrown grass, weeds, junk, and debris. The same blight (Sec. 12:651) and grass/weed (Sec. 12:351) rules apply. Neglected vacant lots become adjudicated properties subject to weed liens and demolition.
The owner or agent of any lot within a recognized subdivision of the City-Parish must keep grass and weeds below 12 inches (Sec. 12:351). Vacant and abandoned lots that accumulate junk, illegal dumping, or overgrown vegetation are "blight" under Sec. 12:651. When taxes go unpaid, lots become adjudicated properties. Baton Rouge runs an active adjudicated-property and blight program: after 311 reports and inspection, the City-Parish clears overgrowth or junk and levies the cost on the owner via tax lien or assessment. Dilapidated structures on vacant lots may be condemned by the Metropolitan Council under Code Secs. 12:520–525 and La. R.S. 33:1236.28.
