Paramus requires registration of vacant and foreclosing properties, including a posted twenty-four-hour contact sign and ongoing maintenance to prevent neighborhood decline.
Adopted in 2019 and amended in 2022, the Borough's vacant property ordinance requires creditors and owners to register foreclosing mortgages and vacant properties with Paramus. Once a property is deemed vacant, a sign at least 18 by 24 inches must be posted in a window facing the street with the property manager's name and a 24-hour contact number, in font legible from 45 feet. Indicators of vacancy include overgrown or dead vegetation, disconnected utilities, accumulated trash or mail, abandoned vehicles, and unsanitary swimming pools. Owners must maintain the property to prevent further decline.
Failing to register, post the required sign, or maintain a vacant property may result in fines per day, liens, and additional enforcement actions.
