Chapter 387 Article IV requires owners and tenants of land bordering public streets, avenues, rights-of-way, or highways to remove all ice and snow from the paved sidewalk in front of their property within 24 hours after the snow or ice has formed or fallen. It is unlawful to throw or place snow or ice from private property, sidewalks, or driveways into any portion of the roadway or public area already cleared by the Borough. Snow may not be piled around fire hydrants in a way that obstructs the view of the hydrant.
Late clearing, dumping snow into cleared streets, or burying hydrants can result in summonses, fines, and civil liability for slip-and-fall injuries.
