MMC 8.16.090(B) prohibits owners or occupants from allowing weeds or overgrown grass to grow on the visible portion of a lot, on abutting paved sidewalk above established grade, or on the parkway; reasonable ornamental plants, lawns, and trees are permitted if they do not obstruct the sidewalk. Owners must keep the sidewalk in front of their premises free of litter, weeds, and graffiti. Code Enforcement notes it generally cannot force trimming except where vegetation overhangs the right-of-way or poses a fire hazard.
Weeds and overgrowth not abated after notice may be removed by the city, with costs recorded as a lien or assessment (MMC 8.16.120 to 8.16.160). Each violation carries a civil penalty up to $1,000 per day (MMC 8.16.110).
