Montebello Municipal Code 8.16.090 bars owners of open or vacant lots from allowing litter, garbage, refuse, weeds, or overgrown grass to accumulate. Vacant and abandoned structures must be registered annually under Chapter 8.40 (Ordinance 2479) with a $120 fee.
MMC 8.16.090(A) prohibits owners or persons in control of a lot, improved or unimproved, from permitting litter consisting of garbage, refuse, or other waste material to remain. Subsection (B) bars weeds or overgrown grass from accumulating on the visible portion of a lot or abutting sidewalk or parkway, though reasonable ornamental plants, lawns, and trees are allowed if they do not obstruct the sidewalk. Separately, Montebello's Vacant Property Registration and Mandatory Maintenance Program (MMC Chapter 8.40, Ordinance 2479) requires owners, trustees, or beneficiaries of vacant or abandoned property to register within 10 days of vacancy, transfer, or notice of default, pay a $120 annual fee, and keep the property secure and maintained.
Unabated litter or weeds may be abated by the city with costs recorded as a lien or assessment. Code violations carry civil penalties up to $1,000 per day (MMC 8.16.110). Failing to register a vacant property violates Chapter 8.40.
