Yorba Linda declares dead, decayed, diseased, overgrown, or hazardous weeds, grass, and vegetation a public nuisance when they harbor rats or vermin, create an unsightly appearance, harm neighboring property values, or constitute a fire hazard. Overgrowth encroaching on sidewalks, streets, or alleys is also prohibited.
The City's property maintenance and enforcement provisions target dead, decayed, diseased, overgrown, or hazardous trees, weeds, and vegetation, whether cultivated or uncultivated, that are likely to harbor rats or vermin, constitute an unsightly appearance, harm neighboring property values, or constitute a fire hazard. Any vegetation overgrowth that encroaches over a public right-of-way, including streets, alleys, or sidewalks, so as to create a danger to public safety or an impediment to public travel, is also a nuisance. Dry or dead shrubs and combustible materials creating a fire hazard are separately cited, and fire-fuel concerns are commonly referred to the Orange County Fire Authority. Property owners, lessees, and occupants must keep vegetation trimmed; Community Preservation enforces through notice and abatement.
The City issues an abatement notice with a compliance deadline; if weeds or overgrowth are not cleared, the City may abate the nuisance and bill the owner, with additional administrative citations for continued noncompliance.
