Yorba Linda, CA Animal Ordinances: Chickens & Livestock (2026)

Yorba Linda Municipal Code § 18.20.630(D) sets tiered numeric caps on fowl and rabbits by residential zone. In the R-A zone, up to 20 fowl and 20 adult rabbits are allowed by right. In the RLD and R-E zones, the by-right cap drops to 12 fowl and 12 adult rabbits. In the R-S and R-U zones, keeping up to 12 fowl and 12 adult rabbits is only allowed with a conditional use permit approved by the Planning Commission; fowl or rabbits are not permitted by right in those two zones.

Roosters are prohibited outright in every residential zone under § 18.20.630(D), with no exception, unlike the separate rooster-adjacent carve-out in § 18.20.640(A) that allows up to four peacocks and peahens in R-A, RLD, R-E or OSR zones so long as their noise does not disturb neighbors. Fowl and rabbits may be kept only for noncommercial purposes as a matter of right; commercial-purpose keeping of fowl or rabbits is limited to the R-A, RLD and R-E zones and still requires its own conditional use permit under § 18.20.630(D).

Larger livestock, meaning equine and cleft-hoofed animals, are governed by the separate lot-size table in § 18.20.630(E), which scales the maximum head count to parcel size. Whatever animals are kept, § 18.20.650(A) bars horses, cleft-hoofed animals, chicken coops, aviaries and rabbit cages from any front, side or street-side yard and requires a 50-foot setback from any adjoining dwelling, and § 18.20.680 imposes manure removal, drainage and pest-control maintenance duties enforceable against any property owner.
