Yorba Linda zoning allows a maximum of three beehives in most residential and open-space zones. Additional hives, or hives in the R-S and R-U zones, require a Conditional Use Permit from the Planning Commission under YLMC Chapter 18.20.
Beekeeping is regulated as an animal use under YLMC zoning Chapter 18.20 (Article VII). Up to three beehives may be kept in the R-A, RLD, R-E, OS, or OSR zones. In the R-S or R-U zones, up to three beehives require a Conditional Use Permit (CUP) from the Planning Commission. Four or more beehives in any of the R-A, RLD, R-E, R-S, R-U, OS, or OSR zones also require a CUP. The city's broader animal-keeping and nuisance standards apply; hives should be sited to avoid impacts on adjoining dwellings. Because bees are agricultural livestock in California, keepers must also register their apiary annually with the Orange County Agricultural Commissioner under California Food and Agricultural Code 29040.
Exceeding three hives without a Conditional Use Permit, or keeping hives in R-S/R-U zones without one, is a zoning violation subject to abatement and fines. Unregistered apiaries may draw Agricultural Commissioner enforcement. Nuisance colonies may be abated regardless of count.
