Full Breakdown

Unincorporated Santa Clara County does not ban sidewalk panhandling generally, but its code targets the traffic-safety risk of solicitation between vehicle occupants and people in the public right-of-way. After a noticed hearing, the Board of Supervisors may declare a 'no vehicle solicitation zone' where it is unlawful either to solicit employment, business, or money from vehicle occupants while standing in the right-of-way, or to solicit from within a vehicle, once signs are posted. This is narrower than a general aggressive-panhandling ban and applies only in posted zones.

Violations & Fines

Violating a posted no vehicle solicitation zone is a misdemeanor punishable by a fine up to $500, up to six months in county jail, or both; each incident is a separate offense.

Frequently Asked Questions

Is this enforceable everywhere in the county?
Only inside a designated no vehicle solicitation zone with posted signage, and only in unincorporated territory.
