Summary
York County makes it unlawful to solicit in an aggressive manner on any public right-of-way, sidewalk or county-owned property under § 131.02(H). Solicitors also cannot beg between sunset and sunrise, approach moving vehicles, or work within 50 feet of ATMs, banks, churches, schools, hospitals, libraries, transit stops and 15 total listed locations. The York County Sheriff's Office enforces the ban outside Rock Hill, Fort Mill, Tega Cay, Clover and York.
(H) Aggressive solicitation prohibited. No person shall solicit in an aggressive manner on a public right-of-way, sidewalk, or other publicly-owned property.
(I) Prohibited areas for solicitors. There shall be no soliciting within 50 feet of the perimeter of a(n): (1) Automatic teller machine (ATM); (2) Church grounds, while in session; (3) School grounds, while in session; (4) Library; (5) Hospital; (6) Funeral home; (7) Bank or other financial institution; (8) Hotel, motel, or other lodging accommodations generally open to the public; (9) Outdoor dining or merchandise area; (10) Entrance or exit of a performance venue; (11) Special event; (12) Food or merchant "drive-through" area; (13) Transit stop; or (14) Parking lot; (15) Daycare.

01 defines an aggressive manner to include following, touching, blocking or threatening a person while soliciting, using violent or threatening gestures, persisting after being told no, or using profane or abusive language likely to make the person solicited feel threatened. 02(H) then bans that conduct outright on any public right-of-way, sidewalk or other publicly-owned property in the unincorporated county. The same chapter layers on additional restrictions that make most public begging illegal even without aggression: subsection (B) bars soliciting between sunset and sunrise as set by NOAA's National Weather Service, subsection (C) forbids approaching any moving vehicle or stepping into a roadway to reach a stopped car, and subsection (I) creates a 50-foot no-solicitation buffer around 15 specific places, including ATMs, banks, churches and schools while in session, libraries, hospitals, funeral homes, hotels, outdoor dining areas, performance venue entrances, special events, drive-throughs, transit stops, parking lots and daycares.
Subsection (E) additionally bars blocking sidewalks, crosswalks, fire lanes, handicapped ramps, utility apparatus within three feet, or fire hydrants within 20 feet, and lets a law enforcement officer disperse a crowd a solicitor draws that violates those clearances. Solicitors must clean up their own trash under subsection (G) and keep their conduct within the county noise ordinance under subsection (F). The ordinance was adopted as Ord. 3922 on October 3, 2022, and applies only to the unincorporated area; Rock Hill, Fort Mill, Tega Cay, Clover and York enforce their own municipal panhandling rules.
Violations & Fines
Any violation of Chapter 131, including aggressive solicitation, soliciting after sunset, or soliciting inside a 50-foot buffer zone, is punishable under § 131.99 by a fine of up to $500, imprisonment for up to 30 days, or both. York County Sheriff's deputies issue citations and can order a solicitor's crowd dispersed under § 131.02(E)(2) if it blocks a required sidewalk, ramp or hydrant clearance.
