Section 2(ff) of the Gloucester County Parks Rules & Regulations prohibits soliciting or begging for money or other contributions for any purpose in such a way that causes annoyance or alarm to others, or obstructs the free and convenient passage of others. The wording ties the violation to manner and effect rather than banning solicitation outright: a request for money that neither annoys, alarms, nor blocks foot traffic in a Park Area falls outside the plain text of this subsection. That mirrors how aggressive-panhandling rules are typically written to target conduct such as blocking or alarming rather than speech content itself.

Section 2(ff) sits in the same list as the county's bans on unauthorized commercial sales in Section 2(dd) and unauthorized advertising in Section 2(bb), all enforced by Department of Parks & Recreation staff under Section 3(e). Under Section 3(f), staff or an authorized representative can ask a person violating Section 2(ff) to leave Park premises immediately, or call in law enforcement to enforce compliance. A conviction for violating this subsection, like any other provision of the Rules and Regulations, is punishable under Section 3(g) by a fine or imprisonment, or both, for each offense, prosecuted in the name of the County of Gloucester.
