Full Breakdown

Under § 90-17(a), the parks department may limit public access to county-owned or managed land when needed to protect public welfare or natural resources, and no person may loiter in or around a restroom, dressing room, locker room, shower facility, or parking lot on any such property. The rule targets those specific facility types rather than an entire park, and sits alongside the department's separate authority to set hours and fees in the same section.
