Drinking alcohol in a Kitsap County park is off-limits everywhere except contractually reserved community-center areas set by the parks and recreation director. KCC § 10.12.160 makes use of alcohol in any other part of a county park strictly prohibited.
Alcohol consumption is allowed only in contractually reserved areas of community centers, as designated by the director of parks and recreation. Consumption of any alcoholic beverages in specifically designated areas must be in compliance with any and all laws, ordinances, rules and regulations, and use agreements regulating those areas. Content of printed rules and regulations and contractual use agreements is vested in the director of parks and recreation. Use of alcohol in any other areas of the parks is strictly prohibited. Violation of or failure to comply with this provision is governed under Section 10.12.190.

Full Breakdown
12's park conduct rules under the Peace, Safety and Morals title. It permits alcohol consumption only in areas of community centers that have been contractually reserved and designated by the director of parks and recreation, and even there, drinking must comply with all applicable laws, ordinances, rules, regulations and the specific use agreement covering that reservation; the director controls the content of the printed rules and contractual use agreements governing those areas. Outside a reserved community-center area, the section states use of alcohol in any other areas of the parks is strictly prohibited, covering everyday park use, picnic areas, trails, playfields and beaches alike.
The provision dates to the original 1971 parks ordinance and was amended in 1993 to add the reserved-area exception, so the strict default has been in place for decades with only the community-center carve-out layered on top. Because the rule sits in the county parks chapter, it binds county-operated parks in unincorporated Kitsap County; it does not govern beaches or facilities that belong to the cities of Bremerton, Port Orchard, Poulsbo or Bainbridge Island, or to the Suquamish and Port Gamble S'Klallam reservations, each of which sets its own alcohol rules.
Violations & Fines
Section 10.12.160 itself states that violation of, or failure to comply with, its alcohol provision is governed under § 10.12.190, the chapter's general violation-penalty section: a misdemeanor punishable under § 1.12.010 by up to a $1,000 fine, up to 90 days in jail, or both, with each day of a continuing violation a separate offense. Park staff may also eject a violator on the spot under § 10.12.170.
