Gloucester County, NJ Public Conduct: Public Alcohol Use (2026)

Section 2(z) of the Gloucester County Parks Rules & Regulations prohibits possessing or consuming alcoholic beverages, illegal drugs, drug paraphernalia or narcotics in any Park Area, and separately bars anyone from being present in a Park Area while under the influence of intoxicating beverages, drugs or narcotics. Unlike the wildlife-feeding rule in Section 2(v), this subsection carries its own criminal penalty language: violation shall be punishable by a fine or imprisonment as prescribed by law, rather than the discretionary ejection-or-resolution penalty used elsewhere in Section 2.

That wording ties enforcement to New Jersey's general fine and municipal-court structure rather than a county-set schedule. Department of Parks & Recreation staff and authorized representatives, who administer the Rules and Regulations countywide under Section 3(e), can ask a visitor drinking in a park to leave immediately under Section 3(f), and if the person refuses or the violation is serious, staff can call in law enforcement to pursue prosecution under Section 3(g), which sets fines or imprisonment, or both, for each offense, brought in the name of the County of Gloucester.

The alcohol ban applies at every county park and recreational area under the Board of County Commissioners' jurisdiction, including picnic groves, ballfields and beach areas, with no carve-out for private permitted events listed in this subsection.
