Jefferson County, MO Public Conduct: Public Urination (2026)

Section 205.110(A) makes it unlawful to "unreasonably and knowingly disturb[] or alarm[] another person or persons" through six listed acts, and item 5 states plainly: "Urinating or defecating in public." The same subsection also covers offensive language likely to provoke violence, threats of criminal acts, fighting, creating a noxious or offensive odor, and purposely obstructing vehicular or pedestrian traffic or ingress and egress without consent. All of these apply only within the unincorporated area of Jefferson County per Subsection (A)'s opening line. Subsection (B) routes enforcement to the Jefferson County Municipal Court, prosecuted by the County Municipal Prosecutor, and ties the penalty to Section 100.030, the Code's General Penalty provision. That section authorizes a fine of up to $1,000, imprisonment in the County Jail of up to one year, or both, with each day a violation continues counted as a separate offense under Subsection (B) of Section 100.030.
