Gloucester County, NJ Public Conduct: Public Urination (2026)

Section 2(mm) of the Gloucester County Parks Rules & Regulations states plainly that NO PERSON SHALL "publicly urinate or defecate in any Park Area." It is one line, but it sits inside the Section 2 chapeau that binds every visitor to "conduct themselves in a lawful and orderly manner" across the entire Gloucester County Parks System, the same jurisdictional reach set out in Section 1 for "parks, streams, lakes and recreational areas within the jurisdiction of the Board of County Commissioners." Immediately following it, Section 2(nn) adds a companion decency clause requiring that "all persons shall be clothed sufficiently to conform with commonly accepted standards of dress," and the two items together form the code's public-decency baseline for park visitors.

There is no restroom-access exception written into Section 2(mm); the ban is unconditional wherever restrooms are unavailable or closed, the same as anywhere else in a Park Area. Enforcement tracks the rest of Section 2: under Section 3(e), Gloucester County Parks and Recreation Department staff or other "authorized representatives or agencies" administer the Rules and Regulations, and Section 3(f) lets them direct a violator to "immediately leave Park premises" or call on local police "to enforce compliance" if the person refuses to go. Section 3(g) makes conviction for violating any Section 2 provision, Section 2(mm) included, punishable by "fines or imprisonment or both as prescribed by law for each offense," with the County of Gloucester bringing the prosecution.
