Camden County, NJ Public Conduct: Skateboarding Rules (2026)

Article 4, Section 11 of the Camden County Park Regulations designates Ulysses S. Wiggins Waterfront Park a pedestrian-use-only area. It prohibits using or operating bicycles, mopeds, motorcycles, skateboards, roller skates, or any other wheeled vehicles, plus sleds, toboggans, snowmobiles or skis, anywhere in the park. The regulation states its purpose directly: to restrict the park to foot traffic, carving out only handicapped vehicles and strollers as exceptions. The rule sits inside the broader Article 4 prohibited-uses chapter that governs conduct across the entire Camden County Park System, which also includes Cooper River Park, Newton Lake Park and the county's other holdings, but this particular ban is site-specific to the Wiggins Waterfront property along the Delaware River waterfront in Camden.

County park rangers and local police, who hold enforcement authority under Article 6, can direct a skateboarder to leave the pedestrian zone and issue a citation returnable in municipal court. The county's Schedule of Fines treats a skateboard violation there the same as a bicycle violation, listing it as a single combined line item rather than singling out skateboards for a harsher penalty. Because the ban applies only to this one waterfront park and not county-wide, a skateboarder is free to use a wheeled board on trails or lots at other Camden County parks unless a site-specific posted rule under the Director's authority says otherwise.
