Anoka County, MN Public Conduct: Skateboarding Rules (2026)

Chapter VI, Section 13 of the Amended and Restated Park Ordinance No. 2018-1 limits roller skating, in-line skating, and skateboarding in Anoka County parks to paved bike trails, unless a posted sign designates another area for the activity. The ordinance's definition of 'Roller Skater' folds skateboards and non-motorized scooters into the same rule as roller skates and in-line skates, so the trail limits and manner restrictions apply across all of those wheeled devices. Riders must stay as close to the right-hand side of the authorized trail as conditions permit, matching the same lane discipline the ordinance imposes on cyclists in Section 8, and must ride in a prudent and careful manner at a speed that's reasonable and safe for themselves and anyone else nearby.

Section 13(e) separately bans riding in or upon any park building, stairway, railing, picnic table, or other park facility or structure, closing off the kind of stair-rail grinding or picnic-table tricks that damage county property, and Section 13(d) bans riding in any manner that damages a park facility even off that list. Anoka County Sheriff's deputies, local police, and Park Services Manager staff enforce the rule and can eject a rider on the spot for skating outside a designated trail or damaging park property.
