Clay County bans skateboards, skates, rollerblades, bicycles, and scooters on county park property unless a posted sign says otherwise. Section 15-3.3(h) defines any wheeled, non-motorized device as a prohibited "nonmotorized vehicle," with exceptions for posted-authorized areas and bicycles on driveways, parking lots, or bike racks.
Nonmotorized vehicles prohibited. It shall be unlawful and a violation of this subsection for any person to operate or use a nonmotorized vehicle upon any county park. For purposes of this subsection, a nonmotorized vehicle shall mean any wheeled vehicle or device lacking a combustion engine or electric motor for motive power, including but not limited to any skateboard, skate, rollerblade, bicycle or scooter.

Full Breakdown
Subsection (h) of the park-conduct ordinance defines "nonmotorized vehicle" expansively: any wheeled vehicle or device lacking a combustion engine or electric motor, expressly naming skateboards, skates, rollerblades, bicycles, and scooters, though the definition is not limited to that list. Operating or using any such device anywhere on a county park, recreation facility, or conservation area defined in subsection (a) is a violation. Subsection (i) allows two exceptions: a county park may post a sign authorizing parking, operation, or use of a nonmotorized vehicle in a designated area, and a bicycle may always be ridden on a park's motor-vehicle driveway or parking lot or parked in a bicycle rack there.
Outside a posted exception, skateboarding, skating, rollerblading, biking, or scooting anywhere else on the property, sidewalks, trails, and open grounds included, violates the section. 3: under subsection (m)(1) the Sheriff of Clay County or a deputy may warn a violator to leave, and disregarding that warning is a separate offense. 083, Florida Statutes, punishable by up to a $500 fine, up to 60 days in the county jail, or both, per subsection (m)(2). Subsection (m)(4) additionally lets the county pursue the violation as a nonexclusive civil infraction under section 15-20, which defaults to a $25 category 1 penalty unless a different category is specified. The ban applies only within county park boundaries in unincorporated Clay County, not on public streets or sidewalks generally.
Violations & Fines
Riding a skateboard, bicycle, scooter, skates, or rollerblades on county park property outside a posted exception is a second-degree misdemeanor under Sections 775.082 and 775.083, Florida Statutes: up to $500 and 60 days in jail. The county may instead pursue it as a civil infraction under section 15-20, defaulting to a $25 category 1 penalty, and a deputy may first warn the rider to stop and leave.
