Subsection (D) states simply that "no skateboard riding is allowed on or in county property or buildings," a flat prohibition with no exception for hours, permits or supervised events, unlike the chapter's demonstration and gathering rules which can be scheduled through the Buildings Committee. Because the rule is written into a chapter governing county-owned sites specifically, it does not reach skateboarding on municipal sidewalks, parks or downtown business districts inside Alton, Edwardsville, Collinsville, Granite City or the county's other incorporated cities and villages, each of which regulates skateboarding on its own streets and public ways under its own municipal code.
