East Baton Rouge Parish, LA Public Conduct: Skateboarding Rules (2026)

Sec. 11:233, part of the Title 11 chapter on bicycles, makes it unlawful for anyone to use, operate, or ride a skateboard, bicycle, or roller skates on or upon the structures and site furnishings of a specific list of public spaces in the city: North Boulevard Town Square, Repentance Park, Riverfront Plaza and Riverfront Landing Facility, Maritime Plaza, the Baton Rouge River Center Plaza, City Hall Building and Plaza, Florida Street Levee Access Plaza, the Baton Rouge City Court Building, the Municipal Building, the 19th Judicial District Courthouse, and the east and west high-rise parking garages in the city.

The ban targets freestyle use of "structures and site furnishings" (benches, railings, ledges, planters and similar fixtures used for tricks or grinding), not the plaza grounds generally, but it applies without a separate permit or warning system: any use on those structures is a violation outright. Because the section sits inside the same Title 11 bicycle chapter as the general traffic and roadway rules, Sec. 11:220(a) governs enforcement: any forbidden act under the chapter is a misdemeanor, and Sec. 11:220(b) holds a parent or guardian liable for knowingly permitting a child or ward to violate it.

The listed sites are all within the city limits of Baton Rouge in the consolidated City-Parish government area; the ordinance does not extend to skate parks or private property, and does not prohibit skateboarding on ordinary sidewalks or streets elsewhere in the parish.
