Summary
Unincorporated Orange County property owners must not let waste or conditions breed flies, cockroaches, rats, or rodents; the County Health Officer can inspect, order abatement, and bill costs as a lien on the property.
Pest breeding hazard as used in this article shall mean the accumulation, existence or maintenance of any substance, matter, material or condition resulting in the breeding of flies, cockroaches, rats, or other insects or rodents in an amount or manner such as to endanger public health or safety, or to create unreasonable interference with the comfortable enjoyment and use of life and property by others.

Orange County's Codified Ordinances define a "pest breeding hazard" as any accumulated substance, matter, or condition that breeds flies, cockroaches, rats, or other insects or rodents to a degree that endangers public health or interferes with others' enjoyment of property (§4-2-1). Any such hazard in unincorporated Orange County is declared a public nuisance (§4-2-6). The County Health Officer may inspect a property, issue a written abatement notice, and refer the matter to the five-member Pest Abatement Board for a public hearing (§§4-2-12–4-2-14). If the owner doesn't abate it, the County does the work itself and places the cost as a lien on the property (§4-2-16).
