Full Breakdown
Will County Code Section 93.004(O) makes it a public nuisance to store or dump debris, trash, tires or containers in a way that harbors mosquitoes, flies, rodents or other pests; Section 93.004(P) extends that to swimming or wading pools and altered natural water bodies left to breed mosquitoes or other pests. The Building Code and Zoning Administrator, the Health Authority and the Sheriff's office enforce the rule in the unincorporated county; Section 93.008 gives a cited owner at least 48 hours to correct the nuisance before the county can get a court order to enter and abate it, with a lien for the cost. Joliet, Bolingbrook, Romeoville and other cities enforce their own codes instead.
Violations & Fines
First offense: $100 fine, a petty offense. Repeat offenses are a Class B misdemeanor; each day the nuisance continues is a separate violation. A court can order the Sheriff to abate it at the owner's expense, with a lien.
