Under Dallas City Code Chapter 27 (Minimum Property Standards) and Chapter 41 (Permit Bureau), every multifamily property with three or more rental units must register annually with Code Compliance Services through the Multi-Tenant Rental Property Inspection Program. Properties are inspected on a risk-based schedule: lower-risk complexes every three years, higher-risk every one to two years, and chronic-violator properties continuously. Inspectors check exterior maintenance, structural integrity, electrical, plumbing, HVAC, smoke alarms, common-area lighting, fencing, dumpster enclosures, and individual unit habitability on a sample basis. Inspections occur on notice. Owners receive written notice and a deadline to correct violations. The program funds itself through registration fees scaled to unit count.
Failure to register or correct violations is a Class C misdemeanor under Chapter 27-19 with fines up to $2,000 per day. Chronic offenders face Hot Spot enforcement, receivership, and revocation of certificate of occupancy.
