Full Breakdown
Under County Code § 11-10-108, any owner or person in charge of a licensed multiple dwelling (3+ units, or a non-owner-occupied duplex) or rooming house must keep records of each tenant repair request and complaint tied to the Property Maintenance Code, plus the correction made in response. Those records must be produced to the Health Officer or the Director of Inspections and Permits on demand for inspection and copying, and they count as prima facie evidence of a violation (or its correction) in any administrative or court proceeding.
Violations & Fines
No standalone fine is set for § 11-10-108 itself, but a Health Officer inspection of these records that turns up uncorrected Property Maintenance Code violations triggers a formal notice of violation under § 15-5-105, and if not corrected in the time allowed, the Director of Inspections and Permits can suspend the property's operating license under § 11-10-111.
