There is hereby created a Residential Rental Property Registration System for New Castle County that requires landlords of residential rental units located within unincorporated areas of the County and those incorporated areas with which New Castle County has agreements and have agreed to participate based upon contract to register each of their rental units biennially, or more frequently upon a change in ownership or management. ...
