Summary

The exemption tracks the state statutes rather than creating a broader county-level shield, so it rises and falls with whatever protection state law provides under Chapter 823 and Chapter 163.
The exemption is not unlimited. Under Section 604.50(1), Florida Statutes, referenced directly in Section 1.05.00(3), nonresidential farm buildings, barns, sheds, and similar structures remain subject to Land Development Code Section 3.06.00, the county's floodplain management ordinance. A farmer erecting a hay barn or equipment shed in a mapped special flood hazard area still needs to meet the county's flood-resistant construction requirements even though the farming use itself is exempt from ordinary zoning review.
The exemption applies only within unincorporated Okaloosa County. It has no effect inside Crestview, Fort Walton Beach, Destin, Niceville, Valparaiso, Mary Esther or Cinco Bayou, each of which enforces its own municipal code, and it has no bearing on Eglin Air Force Base, which sits on federal land outside county zoning jurisdiction entirely.
Violations & Fines
The farm-operations exemption itself carries no penalty because it removes, rather than imposes, a requirement. Non-agricultural construction or land uses on the same parcel remain fully subject to the county's ordinary enforcement path: a code enforcement officer issues a written notice of violation, and the Code Enforcement Board can fine a first violation up to $250 per day, a repeat violation up to $500 per day, and an irreparable violation up to $5,000, under Okaloosa County Code of Ordinances §§ 11-606 and 11-607.
