Under Bill 41 amendments to ROH Sec. 21-5.730, every registered bed and breakfast home and transient vacation unit on Oahu must maintain a minimum of $1,000,000 in commercial general liability insurance. Homeowner's policies are acceptable only if they include a business liability endorsement providing equivalent coverage for STR use. Proof of insurance must be submitted with the initial registration and at each annual renewal. The policy must name the operator and cover guest injuries and property damage arising from the STR operation.
Operating an STR without proof of the required $1 million liability coverage is grounds for denial of registration, revocation, and daily fines under Bill 41 penalty provisions.
