Collier County regulates noise through Chapter 54, Article IV of its Code of Ordinances, which applies to short-term-rental guests the same as to any resident. FS 509.032(7) lets local governments enforce noise, parking, and sanitation rules even though it preempts rental licensing. County officials described the STR registration ordinance's core purpose as securing a contact person for when guests are disturbing neighbors late at night. Each registered rental must name a designated responsible party who is reachable 24 hours a day, seven days a week to respond to law-enforcement or ordinance-violation calls, including noise disturbances.
Noise violations are enforced under Ch. 54; repeated disturbances at a rental can bring citations and jeopardize the STR registration certificate.
