The vacation-rental section imposes no decibel limits or quiet hours, but PCC 18A.37.040(B)(7) requires the owner to give each renter a Good Neighbor brochure describing appropriate etiquette for a vacation rental. Noise is otherwise governed by PCC Chapter 8.72, Motor Vehicle, Public Disturbance, and Public Nuisance Noise. Under PCC 8.72.090 it is unlawful to cause, or allow to originate from property one possesses, a public disturbance noise that unreasonably disturbs neighboring owners or occupants. The residential exemptions in PCC 8.72.110 apply only between 7 a.m. and 10 p.m., so activity during the 10 p.m. to 7 a.m. window is more tightly restricted. Guests who create a public disturbance can be cited under Chapter 8.72.
Guests or hosts who allow a public disturbance noise can be cited under PCC Chapter 8.72; residential exemptions do not cover the overnight window. Failing to provide the Good Neighbor brochure under PCC 18A.37.040(B)(7) is a separate violation.
