Under CB-11-2018 (Subtitle 5, Division 8), DPIE may immediately suspend or revoke a short-term rental license if it constitutes a nuisance as defined in the ordinance, or because of any adverse effect to public health, safety, and the general welfare, including excessive noise, traffic, physical activity, public safety, or other good cause. The ordinance's nuisance definition includes a property to which police or other law enforcement have responded to complaints or calls for service three or more times within any 30-day period. Short-term rental activity also remains subject to the county's general noise controls. Municipalities within the county may enforce their own quiet-hours and noise ordinances against short-term rental guests.
Excessive noise, repeated disturbances, or three or more law-enforcement calls in a 30-day period can qualify the property as a nuisance and lead DPIE to immediately suspend or revoke the license, plus noise citations under other law.
