In unincorporated Chatham County, the occupancy rate for a short-term rental is no more than two adults per bedroom plus two additional adults. For an RV or tent, the manufacturer's rated capacity applies. Savannah and Tybee set their own similar caps.
Section 16-1302(7) defines the occupancy rate, and §16-1303(2) forbids exceeding it. The City of Savannah limits occupancy to four adults for dwellings with two or fewer bedrooms, and two adults per bedroom for three-plus bedrooms. Tybee Island limits overnight guests to the posted occupancy, counting anyone 16 or older as an adult. Each county rental must post its occupancy rate on the required guest sign so renters acknowledge the maximum.
Exceeding the maximum occupancy rate is punishable, upon conviction, by a fine of not less than $150 (§16-1310(3)); repeat occupancy complaints can trigger revocation.
