Under Placer County Code Article 9.42, STR overnight occupancy is capped at two persons per bedroom plus two additional persons, up to 12 guests maximum, excluding children under 12. Daytime occupancy is 1.5 times the overnight cap (also excluding children under 12). Quiet hours start at 9 p.m., and both overnight and daytime limits must appear in every advertisement.
Placer County Code Β§9.42 sets a uniform overnight occupancy formula for all permitted Short-Term Vacation Rentals in unincorporated areas (heaviest activity in the North Lake Tahoe communities of Tahoe City, Kings Beach, Tahoma, Carnelian Bay, Homewood, Olympic Valley, and Northstar): two persons per bedroom plus two additional persons, capped at 12 overnight guests, with children under twelve excluded from the count. Daytime occupancy is defined as 1.5 times the maximum number of overnight occupants (also excluding children under 12), and applies until the 9 p.m. nighttime quiet period begins. The Agency Director may approve higher limits on a case-by-case basis, and a separate use permit may be issued under Placer County Code Β§17.56.300(B), but no STR may exceed the occupancy design limits set by the California Building Code in effect at issuance. Both daytime and overnight occupancy figures must be disclosed in every STR listing and advertisement. Overnight guest counts are also tied to the Fire Life Safety inspection, which verifies smoke alarms, egress, and fire extinguishers for the approved occupancy.
Exceeding overnight or daytime occupancy is enforced under Β§9.42.100. Three documented violations within 90 days carry $1,500 fines, and operation outside permit terms can lead to permit suspension or revocation; unpermitted operation is subject to fines up to $5,000 per violation.
