DPP's STR registration requires a parking plan identifying the number and location of legal on-site stalls reserved for guests. LUO Article 6 sets the baseline residential parking requirements that must be met. In Kapolei's higher-density condominium and townhome projects, garage or assigned-stall parking must be identified and cannot double-count stalls used by resident occupants. On-street parking is generally not credited toward required supply because Kapolei has multiple residential-parking zones and HOA towing programs. Resort-zoned units near Ko Olina must also comply with any master parking management plan for the resort complex.
