Montgomery County does not regulate STR parking. Under the PA Municipalities Planning Code (53 P.S. Β§10603), off-street parking minimums and on-street restrictions are set by townships and boroughs. Most Montgomery County municipalities require at least one off-street parking space per dwelling unit, often increased to one per bedroom for short-term rentals.
Pennsylvania delegates all parking regulation to municipalities under the PA Municipalities Planning Code, 53 P.S. Β§10603. Montgomery County has no parking ordinance and no county-wide enforcement authority over residential parking. The 62 townships and boroughs each set their own off-street parking minimums in their zoning code, usually requiring 1.5 to 2 spaces per single-family dwelling. STR-specific parking standards vary widely: Lower Merion Township requires off-street parking adequate for the number of guests permitted under the rental license. Older boroughs with narrow streets β Norristown, Pottstown, Lansdale, Jenkintown, Ambler, and Conshohocken β use residential permit parking programs that exclude short-term guests, requiring hosts to provide off-street parking. Penn DOT's Vehicle Code (75 Pa. C.S. Β§3354) allows municipalities to designate residential permit zones. King of Prussia (Upper Merion Township) and Plymouth Meeting have ample off-street parking by zoning standard. Hosts must check both the zoning ordinance for minimum spaces and any residential permit parking restriction in the surrounding blocks. Parking compliance is verified at rental license inspection.
On-street parking violations under municipal ordinance and 75 Pa. C.S. Β§3353 typically carry fines of $25 to $75 per ticket. Zoning violations for inadequate off-street parking under PA MPC Β§617.2 (53 P.S. Β§10617.2) carry fines up to $500 per day. Repeated parking complaints can trigger rental license review and revocation.
