Rothschild has no STR-specific parking schedule. STR hosts and guests must instead comply with the parking rules in Chapter 535 (Vehicles and Traffic) and the off-street parking rules in Chapter 590 Article VI (Zoning β Development Standards). The Village's winter night-parking ban prohibits parking 'any vehicle on any public street or highway in the Village of Rothschild between the hours of 2:00 a.m. and 7:00 a.m. during the months of November 1 through April 1' (subject to the emergency exceptions in Wis. Stat. Β§ 346.50). On the rental lot itself, parking is prohibited 'at any time in the front yard of the livable portion of the residence,' and any guest vehicles must use the driveway or an off-driveway location on the opposite side of the residence. Residential access drives must be at least 12 feet wide for one- and two-family dwellings (18 feet for multifamily) and no more than 25 feet wide at the right-of-way.
Rothschild's Chapter 590 (Zoning) Article VI (Development Standards) governs off-street parking. The Code provides that 'all residential access drives shall have a minimum width of 12 feet for one- and two-family dwellings, 18 feet for multifamily uses, and a maximum width of 25 feet at the right-of-way.' Article VI also requires that recreational equipment and trailers 'shall not be located within any front yard or street yard and shall be stored a minimum of two feet from interior property lines,' which applies to RVs, boats, and travel trailers brought by STR guests. The Vehicles and Traffic chapter establishes the seasonal night-parking rule: 'No person shall park any vehicle on any public street or highway in the Village of Rothschild between the hours of 2:00 a.m. and 7:00 a.m. during the months of November 1 through April 1 on any day, except under circumstances described in Β§ 346.50, Wis. Stats.' The Village also limits residential on-lot parking: 'parking of vehicles is allowed off or alongside the driveway on the opposite side of the livable portion of the residence during the months of November 1 through April 1, but parking is prohibited at any time in the front yard of the livable portion of the residence.' Wis. Stat. Β§ 349.13 signage requirements are referenced for the night-parking ban: 'Official signs in compliance with the requirements of Β§ 349.13, Wis. Stats., shall be erected at or reasonably near the corporate limits of the Village of Rothschild on all state and county highways and connecting streets informing night motorists of the night parking regulations.' Wis. Stat. Β§ 66.1014(4) preserves the Village's authority to enforce these parking rules against STR operators and their guests. There is no separate STR-specific minimum parking ratio in Rothschild; the underlying residential zoning standard for the dwelling applies, and any commercial parking standard cannot be imposed on a 7+ day STR because Wis. Stat. Β§ 66.1014(2) treats the rental as a residential use.
Parking on a public street or highway in the Village between 2:00 a.m. and 7:00 a.m. during November 1 through April 1 (outside the Wis. Stat. Β§ 346.50 emergency exceptions) is a violation of Chapter 535 enforced by the Village Police Department through citations issued under the Marathon County Bond Schedule. Parking in the front yard of the residence at any time is a violation of the residential parking provision and may be cited as a zoning violation under Chapter 590 Article XX (Penalties) as well. Storing recreational equipment or trailers in the front yard is a separate Article VI violation enforceable by the Building Inspector/Zoning Administrator. Repeated violations may also be referred to the Village Attorney for nuisance abatement.
