The Village of Rothschild has not adopted a stand-alone short-term rental ordinance. Under Wis. Stat. Β§ 66.1014 (Wisconsin's Right-to-Rent statute), the Village cannot prohibit residential rentals of 7 or more consecutive days, but it retains authority to enforce its general noise rules against STR operators and their guests. Those rules sit in Chapter 290 (Peace and Good Order) of the Village Code, which makes it unlawful 'to create or assist in creating any unreasonably loud and disturbing noise in the Village of Rothschild.' In residential zones, a noise is presumed unreasonably loud and raucous if it is plainly audible inside a residence and measures 85 dB(A) or more at the complainant's property line. Construction equipment is restricted to the hours of 6:00 a.m. to 9:00 p.m. in all zones. Marathon County has no county-wide STR licensing for incorporated villages, but every Wisconsin STR rented more than 10 nights a year must hold a Tourist Rooming House license from DATCP under Wis. Stat. ch. 97.
Article 13 of Chapter 6βthe type of dedicated short-term rental licensing article seen in nearby Wisconsin villagesβdoes not appear in the Rothschild Code; Rothschild's Chapter 590 (Zoning) defines a 'dwelling' as 'a building designed or used exclusively as a residence or sleeping place' that 'does not include boardinghouses or lodging houses, motels, hotels, tents, cabins or mobile homes,' so an STR rented as a residence falls under residential zoning. Wis. Stat. Β§ 66.1014(2)(a) bars the Village from prohibiting a rental of 7 consecutive days or longer; Wis. Stat. Β§ 66.1014(2)(b)2. permits the Village to limit rentals shorter than 7 days but only in a way that still allows at least 180 days per year of STR use. Wis. Stat. Β§ 66.1014(4) preserves the Village's full authority to enforce noise, nuisance, building, fire, health, sanitation, traffic and similar local ordinances against STR operators and guests. Rothschild's noise rule sits in the Peace and Good Order chapter and reads, in part: 'It shall be unlawful for any person to create or assist in creating any unreasonably loud and disturbing noise in the Village of Rothschild.' For residential zones the Code provides that 'it shall be unlawful for any person to make or engage in any unreasonably loud and raucous noise, including yelling, screaming, shouting, hooting, whistling, singing, horns or signal devices' and that 'A noise shall be presumed to be unreasonably loud and raucous if it is plainly audible within a residence and measures 85 dB(A) or more at the complainant's property line.' Construction equipment in all zones may only be operated between 6:00 a.m. and 9:00 p.m. The Code also imposes a separate decibel-and-duration cap on non-residentially zoned property adjacent to residentially zoned property of 85 dB(A) or above for four consecutive hours, with stricter overnight thresholds. STR operators with 10 or more rental nights per year must hold a Tourist Rooming House license under Wis. Stat. ch. 97 administered by the Wisconsin DATCP; Marathon County issues room-tax registrations under Β§ 66.0615 but does not displace village zoning. Rothschild does not, as of the Code through 09-08-2025 on eCode360, define quiet hours in clock-time form for residential STRsβthe 85 dB(A) measurement standard governs at all hours.
Generating 'unreasonably loud and disturbing noise,' or in a residential zone any unreasonably loud and raucous noise that is plainly audible inside a residence and measures 85 dB(A) or more at the complainant's property line, is a violation of Chapter 290 (Peace and Good Order). Operating construction equipment outside 6:00 a.m. to 9:00 p.m. is a separate violation. The Village Police Department and Code Enforcement may issue citations, with forfeitures imposed under the Village's general penalty provisions, and chronic disturbances may be abated as a public nuisance by the Village Attorney. Hosting an STR without the required DATCP Tourist Rooming House license under Wis. Stat. ch. 97 (when renting more than 10 nights per year) is enforceable separately by the State.
