Spaces must be on the licensed premises and may not rely on rural roadway shoulders, neighboring driveways, or public rights-of-way. Many unincorporated Boulder County roads are mountain or canyon roadways where on-street parking is restricted for fire-evacuation access, making on-site capacity a material licensing requirement.
