Short-term rental permit rules in Collier County, FL — also called Airbnb permits, vacation rental licenses, or STR registration — list the application steps, fees, and operating requirements for hosting.
Florida preempts vacation-rental licensing to the state, so unincorporated Collier County cannot require a use permit or ban STRs. It can only require a local registration certificate. State DBPR licenses the property as a transient public lodging establishment.
Under FS 509.032(7), the regulation of public lodging establishments is preempted to the state, and local governments may not prohibit vacation rentals or regulate their duration or frequency. Collier therefore issues no discretionary STR permit. Instead, Ordinance No. 2021-45 (Code Ch. 26, Art. X) requires each unincorporated-county short-term rental to obtain a registration certificate. Owners must first hold a Florida DBPR transient public lodging license and a Tourist Development Tax account with the Collier County Tax Collector. Rules apply only to unincorporated Collier, not the City of Naples, Marco Island, or Everglades City, which set their own rules.
Operating an unregistered short-term rental can bring code-enforcement citations of up to $500 per day until the property is registered.
