Short-term rental permit rules in Clackamas County, OR — also called Airbnb permits, vacation rental licenses, or STR registration — list the application steps, fees, and operating requirements for hosting.
Unincorporated Clackamas County requires every short-term rental to register with the county before advertising. It is a free registration (not a permit) with no in-home inspection. Effective Dec. 6, 2023, this covers Mt. Hood corridor communities. Incorporated cities set their own rules.
The Board of County Commissioners approved STR regulations on Sept. 7, 2023, effective 90 days later (Dec. 6, 2023), applying ONLY to unincorporated areas including Mt. Hood communities like Government Camp, Welches, Zigzag and Rhododendron. There is no effect on STRs inside city limits (Oregon City, Lake Oswego, Milwaukie, Happy Valley set their own). Owners submit a registration form to str@clackamas.us; the county confirms within 30 days and issues an STR identification number that must appear in all listings. No initial inspection and no registration fee, though STRs must meet building and fire standards.
No STR may be advertised without registration. Suspected noncompliance draws up to two written warnings; the county may immediately revoke registration for fire or safety risks.
