Dunedin requires all short-term vacation rentals (rentals under 90 days) to register with the city, obtain a Business Tax Receipt, and pass an initial fire and life-safety inspection before advertising or operating in approved zoning districts.
Under Section 103-14 of the Dunedin Land Development Code, transient uses are defined as occupancy of a living unit for less than 90 days or three calendar months. Owners must complete a Vacation Rental Registration application (Section 103-14.7.4), provide proof of Florida Department of Revenue sales tax registration, a Pinellas County Tourist Development Tax account, a City Business Tax Receipt, and proof of general liability insurance. A responsible party must be designated and reachable 24 hours per day. Rentals are only permitted in specific zoning districts identified on the city's transient use map; new rentals are prohibited in protected residential zones.
Operating without registration or in a non-approved zone may trigger code enforcement citations, daily fines, and revocation of the Business Tax Receipt.
