Full Breakdown

Harris County cannot regulate short-term rentals in unincorporated areas because Texas counties lack zoning and general regulatory authority over land use. There is no county-level STR permit, registration, or inspection requirement. Short-term rental operations are subject to state and county hotel occupancy taxes. Many master-planned communities in unincorporated Harris County have deed restrictions that explicitly prohibit or restrict short-term rentals: property owners should review their specific subdivision's restrictions before operating. Harris County does enforce building codes and minimum property standards that apply to all residential properties regardless of rental status.

Violations & Fines

No county STR permit violations. Hotel occupancy tax non-compliance: state and county tax penalties plus interest. Deed restriction violations: civil enforcement per TX Property Code Ch. 202, up to $200/day per violation.
