Operating an STR without a permit is a code violation under SCCC 13.10 and SCCC 5.18 (Transient Occupancy Tax), enforceable through cease-and-desist, administrative citations escalating to $1,000+ per day, and platform takedowns via Airbnb/Vrbo cooperation. Unpaid TOT accrues interest and penalties.
