Montgomery County imposes no primary-residence requirement on short-term rentals. Whether an STR must be the owner's primary residence is decided by each borough or township zoning ordinance; some Montco municipalities restrict STRs to owner-occupied dwellings.
There is no countywide rule limiting short-term rentals to a host's primary home. Under the PA Municipalities Planning Code, each municipality defines short-term rentals and may distinguish them by whether a whole dwelling or just a room is rented, and whether the owner lives on site. The 2025 PA study notes ordinances "distinguish short-term rentals based on whether an entire dwelling is available for rent, or an individual room or suite." Some Montgomery County boroughs and townships allow whole-home rentals only in certain zoning districts or require owner occupancy; others permit non-owner-occupied STRs. Check your local zoning ordinance.
