La Habra has no primary-residence requirement for short-term rentals because STRs are banned entirely. There is no owner-occupancy exception; short-term residential rentals are prohibited whether or not the owner lives on site.
Some cities allow STRs only in an owner's primary residence. La Habra took a stricter path: Ordinance No. 1836 lists short-term residential rentals as a prohibited use in Table 18.06.040.A of the zoning code, with no carve-out for owner-occupied or primary-residence hosting. A short-term residential rental, defined as a rental of 30 days or less, is not permitted in any residential zone regardless of whether the property is the host's primary home. Owners may lawfully rent their homes for terms of 30 days or more, which fall outside the STR definition.
Owner-occupancy is irrelevant to enforcement; any rental of 30 days or less is a prohibited use enforced as a zoning violation and nuisance by La Habra Code Enforcement and Police.
