La Habra, CA Landscaping Rules: Composting (2026)

La Habra's organics ordinance, Chapter 8.04, is built around mandatory green-container collection, but § 8.04.270(A) carves out room for residents to compost rather than throw scraps in the cart. A single-family generator must still subscribe to the city's franchised collection service for the waste it does generate, but the section expressly lets a household prevent or reduce the organic waste it produces in the first place, manage that organic waste on site (backyard composting), or deliver it to a community composting site instead of the green cart.

Municipal Code § 8.04.030 defines a 'community composting' operation as one that composts green material, agricultural material, food material and vegetative food material, alone or combined, with no more than one hundred cubic yards of feedstock and finished compost on site at any one time, on a footprint no larger than seven hundred fifty square feet. Commercial and multifamily generators get the identical carve-out at § 8.04.280(M). The composting option does not excuse a household from the container-sorting duty in § 8.04.270(C) for any organic waste it does not compost itself, and the city retains the right under § 8.04.270(A) to review a generator's container sizes to confirm capacity matches what is actually left for collection.
