La Habra, CA Parking Rules: Overnight Parking (2026)

Section 10.20.180's overnight ban runs citywide: subsection A makes it unlawful for any vehicle's operator to leave it standing in a public place for more than thirty minutes during the 2:00 a.m. to 6:00 a.m. window, every day except legal holidays, unless the chief of police has specifically designated that place for overnight parking. Subsection B lets the chief of police issue an annual permit to park a passenger automobile in a designated area instead, but only to a family lacking adequate off-street parking; the written application must list the applicant's name and address, whether the applicant owns or rents, the landlord's name if a tenant, the vehicle's make, model and license number, and a count of the off-street garage or parking spaces available at the building along with its total number of units.

The chief of police approves or denies the application and may refuse a permit, or a renewal, if the application contains false information, if other parking space is actually available, or if the holder has broken a permit condition or another parking provision of the code. Permits run through December 31 of the year issued; a first annual permit issued after September 30 instead runs through the following December 31. No refund is given for an unused portion of the permit period, and no partial-month fee is charged.

The city licensing clerk issues the permit once the council-set fee is paid. Subsection C makes any violation of the section a misdemeanor, punishable as any other misdemeanor under the code.
