Chapter 15.67 of the La Habra Municipal Code, adopted by Ordinance 1787 in 2017, governs the permitting of every electric vehicle charging station system installed in the city, though systems already legally installed before the ordinance took effect are exempt unless they are physically modified. Section 15.67.040 requires each charging station to meet the state's health and safety standards and the California Fire and Electrical Codes as the city has adopted them, to be certified by an accredited listing agency, and to meet performance standards set by the Society of Automotive Engineers and the National Electrical Manufacturers Association.

Under Section 15.67.060(A), the building and safety division must administratively approve a compliant application through a building permit or similar nondiscretionary permit rather than a discretionary review. The chief building official may instead require a conditional use permit under subsection (B), but only upon substantial evidence that the specific installation would create a specific, adverse impact on public health or safety, meaning a significant, quantifiable and unavoidable impact measured against written standards in effect when the application was deemed complete. Section 15.67.050 requires the city to post all required application documents on its website and to accept electronic submittal by email, internet or fax, along with electronic signatures in place of a wet signature.

If an application is incomplete, Section 15.67.060(H) requires a written correction notice listing every deficiency. Section 15.67.060(G) bars the city from conditioning approval on sign-off from a homeowners' association, and Section 15.67.060(E) lets an applicant appeal a denial to the planning commission under Chapter 18.66.
